We hope it will help answer some of the questions you have and serve as a guide. Please share this handbook with your parents so they may know and understand the FMS rules, procedures and facts concerning school. Introduction It is the philosophy of the public schools of USD 484 to make available to every child the very best educational opportunities possible. Our education system is designed to help every child develop intellectually, physically, emotionally and socially so they will recognize and assume the responsibilities as a citizen of their community and the United States. To accomplish this task we set forth these goals and objectives: 1. To develop abilities in aesthetic and artistic activities that let the student express their creative capacity. 2. To develop a knowledge of common social graces, skills and attitudes essential to good family living and an understanding of social problems and their causes. 3. To develop skills in each student essential to financial independence and an understanding of the basic principles of the economic system. 4. To develop the values of responsibility, honesty, reliability and accountability. While at Fredonia Middle School: Everyone has the right to learn, and :no one has the right to interfere with the learning of others. Students will be diligent in study. To be diligent in study, a student shall: a. Come to class prepared to learn (have in possession needed materials, books, homework, etc.); b. Do the caliber of work consistent with the students ability and grade level; c. Complete all assigned work on time; d. Pay attention to the teacher; e. Exhibit good citizenship at all times; f. Cooperation with all staff members and students; g. Be regular and punctual in attendance. Promotion Policy Fredonia Middle School students are expected to do the caliber of work consistent with their individual ability and/or grade level. Promotion at Fredonia Middle School is based upon individual performance. To be promoted, a student must successfully pass with a 60 perceunt or better, a minimum of five (5) out of seven (7) year long courses or the equivalent. The courses must include English, math, one other required subject (Science, Social Studies,PE/Health, and two additional classes. Final decisions pertaining to this policy will be made by the administration and the students multidisciplinary team. Attendance Policy Regular school attendance is vital and necessary to school achievement. USD 484 provides facilities, equipment, materials and teachers to ensure students will have good educational opportunities. We ask that parents and students recognize the need for prompt and regular attendance throughout the school year. Only through regular attendance and a commitment to personal and educational growth can students achieve optimum benefits at Fredonia Middle School. It is expected that each student will attend classes every wday. A student must, as a minimum requirement for successful completion of each class, be present a minimum of 90% of each semester, which allows for a maximum of nine (9) absences per semester. Our attendance policy is not intended to penalize students who have an occasional illness or miss infrequently for approved reasons. It does, however, emphasize that students are accountable for their attendance. Attendance Procedure When a student is absent, parents are encouraged to call the school (378-4167) by 9:00 am to report the nature of the absence. Parents who do not contact the school by phone need to send a written excuse with the student upon the students return to school. Any students absence not excused by a phone call from the custodial parent or guardian on the day of the absence or by a note written by the custodial parent or guardian on the day the student jreturns to school, will render the absence as "pending" until the parent has made contact with the school. The principal or the designated representative shall be responsible for determining if an absence is excused or unexcused. It is important for all students and parents to know that an absence excused at home does not always mean it will be excused at school. The following criteria will be used in making the determination: Excused absences: Personal illness ( frequent and numerous will require doctors notes), medical appointments, death in the family, prearranged absences requested by parents and approved by the principal, and severe weather conditions. Non absences: School activities, school sponsored field trips, administrative disciplinary action (Out-of-school suspension). Unexcused absences: All absences that do not fall in the category of excused absences or non absences, leaving school when class is in session without obtaining permission and/or signing out in the office. Excessive Absences An excessive number of absences (more than 9 days in a semester) during a grading period may prevent the student from earning credits. Parent will be notified of a students absences when they reach six absences. A parent conference will be required to review the absences and discuss ways to greatly reduce absences prior to accumulating 9 days. Excessive absences may also result in referral to the County Attorney and the Juvenile Truancy Prevention Program. Truancy The Compulsory Attendance Law (KSA 72-1113) makes it mandatory that any child who has reached the age of seven (7) years and is under the age of eighteen (18) be enrolled in school. Any child not satisfying the requirements of the Compulsory Attendance Law (KSA 72-1113) by being absent from school three consecuti-ve days , five or more days in any semester or seven school days in a school year without a valid excuse is considered to be truant. All cases of truancy will be reported to the county attorneys office, Juvenile Truancy Prevention Program, and/or SRS. Arriving Late Students who arrive at school after the tardy bell must report to the office for an admit/pass to class. Arriving more than 15 minutes late will constitute an absence for that period. Leaving School during the Day Students cannot leave the school campus without first receiving permission of the custodial parent and the principal or his designated representative. When permission has been granted the student must "sign out" through the office following prevailing procedures. Makeup Policy Students will be allowed to make up missed assignments if the absence is excused. It is the responsibility of the student to make arrangements with the teachers. Students, who miss school due to vacations or family business known in advance, should get their assignments prior to the absence. All work should be handed in when the student returns to class. The student will be granted one day for each day missed to complete missed assignments. However, it may be impossible to earn daily participation points during any absence. Tardies to Class It is the responsibility of the student to be in class on time. Arriving late to class is disruptive to the entire class. A student will be considered tardy when the final bell rings if they are not in class according to classroom procedure. If a teacher detains a student, that teacher is obligated to give the student a pass for admittance to the next class. Each teacher shall develop classroom rules to deal with studentjs who are tardy. Any student who is excessively tardy to class shall be referred to the administration for disciplinary action. Activity Participation If participating in, or attending an activity outside the school day, a student must attend school at least four mods the day of the activity. If participating in an activity during school hours, a student must attend school at least four mods the previous day. Exceptions to these rules may be arranged with the principal in advance. Academic Performance Midterm reports will be sent to parents the fifth week of each grading period. Other reports may be sent any time a teacher deems necessary. Parents are encouraged to visit with teachers about their students academic performance. Report cards are issued at the end of each quarter. Grades will be given for each class. Reports will not be issued until all fees and fines have been paid or arrangements for payment have been made. Grading system The evaluation of student achievement is based on the following marking system: A Superior (4 grade points) 93-100 % B Above Average (3 grade points) 83-92 % C Average (2 grade points) 70-82 % D Below Average (1 grade point) 60-69% F Unsatisfactory (0 grade points) I Incomplete An incomplete is given only in those cases whereby a student had an illness, emergency, or by prearrangement and has not been able to complete assignments. Normally students will be expected to make up all incomplete grades within two weeks after the end of the quarter in which they are given. Honor Roll An honor roll will be published at the conclusion of each quarter. Position on the honor roll will be determined by grade point average. Grade point averages are figured by adding all grade points and dividing by the number of grades received. Principals Honor Roll 4.0 (All As) Yellowjacket Honor Roll 3.2- 3.99 Non-participation Due to Injury or Illness Upon the written request of a physician and with appropriate written direction from the principal, teachers shall make modifications in a childs educational program as necessary to comply with the terms of the medical order. As necessary and appropriate, the principal shall include special education professionals and other appropriate consultants. The teacher will provide a written copy of the modifications to the principal and the childs parents or guardians. The principal will inform the teacher in writing of the physicians release for the child to return to the regular instructional program. Schedule Changes Schedule changes will be initiated through the principal or guidance counselor. In order for a student to add or drop a class, there must be a valid reason and parental permission. All schedule changes will be closed by the end of the first week of each sjemester, unless a change is made by the administration. Withdrawal from School All students withdrawing from Fredonia Middle School must have a checkout form signed by all of his/her teachers, the librarian, and office secretary. All bills should be paid before a student exits from school. Forms can be picked up in the counselors office. Student Attire Students should dress appropriately and groom themselves for school attendance in a way which reflects personal pride, as well as school pride. This might be described as neat, clean, attractive, tasteful, moderate, modest dress. The following is a list of specifications which can be helpful when faced with question of appropriate school dress: 1. Shoes or sandals must be worn. Flip-flops cannot be worn. 2. Clothing with offensive slogans or pictures, or explicit/implied meanings are unacceptable. 3. Clothing promoting or advertising drugs, alcohol, and/or tobacco products is unacceptable. 4. Shorts will ONLY be worn on designated days. 5. Only shirts, sweatshirts, dresses or sweaters may be worn. Sleeves on shirts or dresses may not be rolled up. If a layered look is desired, the innermost shirt must cover the shoulders. The shirt must overlap the garments waistband. 6. The hemline of any garment shall be sewn, come no higher than the students knuckles, show no undergarments, and leave no doubt as to the decency of the outfit. Waistbands on pants or skirts must be sewn. 7. Sundresses, midriff shirts, large open mesh shirts, excessively low cut apparel, hip hugger or low rider pants or skirts, sagging pants, exposed under-garments or transparent garments are unacceptable at school. 8. Hats, chains (wallet or excessively large link), sunglasses, or electronic devices (beepers, cell phones, radios, CD players, handheld games, pointers,etc.) are unacceptable at school. The primary purpose of the school program is education. Students in their manner of dress and grooming must be considerate of fellow students to not distract them or cause disruption to the educational process. The principal shall be responsible for determining the appropriateness of a students attire relative to this policy. * Students not in compliance with this policy will be referred to the office. Students will be required to change clothes and make up any lost instructional time. Student Behavior Expectations School goal: 1. To establish respect as an expected behavior from all students toward administrators, teachers, staff, students and property. 2. To establish an effective discipline system dealing with infractions in a firm, fair and consistent manner. Behavior code: Studebnt shall respect constituted authority. This shall include conformity to school rules and regulations and those provisions of law, which apply to the conduct of juveniles or minors. Student conduct shall reflect the consideration of the rights and privileges of others and demonstrate cooperation with all members of the school community. High personal standards of courtesy, dress, decency, morality, clean language, honesty, integrity, and wholesome relationships with others shall be maintained. Respect for real and personal property, pride in ones work, and achievement within ones ability shall be expected of all students. The admittance to and continued attendance in public school is a privilege dependent on compliance with the laws of the State of Kansas and the rules and regulations of USD 484. Students shall assume their share of the responsibilwity in maintaining a positive school climate in all classes and activities. Failure of a student to continue to be responsible usually constitutes misconduct and the student is liable to detention, suspension, or expulsion. The following examples of undesirable conduct may lead to disciplinary action and could result in a student suspension or expulsion. A. Pushing, shoving, kicking, hitting, fighting on or near school grounds or at school activities, both home and away; B. Hazing or harassment of other students or staff; C. Intimidation or threats to other students; D. Failure to comply with a reasonable request from school employees (willful disobedience, open defiance of a school employee); E. Intimidation or threats to a school employee; F. Cheating, plagiarism; G. Destruction, defacing, or vandalism of school buildings or property; H. Theft of school property, theft" of property belonging to other students or to school employees, possession of stolen property; I. Use of obscene or foul language- spoken or written; J. Printing, distribution, or possession of obscene or pornographic literature, drawings, paper, etc.; K. Excessive absences or tardies, leaving school grounds during the school day without permission; L. Possession, use or distribution of tobacco products on school property, or at school activities both home and away; M. Possession, use or distribution of alcoholic beverages on school property, or at school activities both home or away; coming to school having consumed alcohol, or being under the influence of alcohol ; N. Possession, use or distribution of illegal drugs/controlled substances on school property, or at school activities both hoCme and away; coming to school under the influence of illegal drugs/controlled substances. Misconduct that violates the law will be reported to local law enforcement agency. O. Possession of a weapon (gun, explosive device, knife, sand club, metal knuckles, throwing star) on school property, or at school activities both home and away. Expulsion for one calendar year required by Kansas law. Consequences for Student Misconduct Occasionally, students may become such a disruption to a class, teacher, or other students that corrective measures need to be taken. Possible corrective measures are: A. Conference Each student is an individual and the control and correction of student misconduct would first involve teacher-student conferences. Should the acts of misconduct continue, parents will be asked to confer with the teacher aBnd/or other school personnel. The desired goal will be to resolve problems and forestall serious disciplinary action. B. Teacher Detention If the student is not showing signs of improved behavior, teachers may assign detention. If the assignment of detention does not effectively resolve the behavior problem, or if the student fails to serve the detention as assigned, the detention time will be doubled. Failure to serve teacher detention will result in an office referral and office detention will be assigned. C. Office Detention Students will be referred to the office when the teacher has expended all avenues of teacher-student discipline. Office detentions are assigned in one hour increments. Failure to serve the detention will result in increased detention time or suspension. D. Suspension or Expulsion (KSA 72-8901) The Board may suspend or expel, or by regulation authorize any certified employee or committee to suspend or expel any pupil guilty of: willful violation of any published regulation for student conduct adopted and approved by the BOE; conduct which substantially disrupts, impedes or interferes with the operation of any public school; conduct which endangers the safety of others or which substantially impinges upon or invades the rights of others at school, on school property, or at a school supervised activity; conduct which if the pupil is an adult, constitutes the commission of a felony or, if the pupil is a juvenile, would constitute the commission of a felony if committed by an adult; conduct at school, on school property, or at a school supervised activity which, if the pupil is an adult, constitutes the commission of a misdemeanor or, if the pupil is a juvenile, would constitute the commission of a misdemeanor if committed by an adult; or disobedience of an order of a teacher, peace officer, school security officer or other school authority, when such disobedience can reasonably be anticipated to result in disorder, disruption, or interference with the operation of any public school or substantial and material impingement upon or invasion of the rights of others. Activities and Assemblies All students are to be courteous and respectful toward the people presenting the program. Students are expected to walk in a respectful manner to and from their classrooms and remain with their class. Students are to sit in their assigned section. Extracurricular activities such as dances, performances and athletic contests are an extension of the school day. Students are expected to act and dress accordingly. Athletics and Extracurricular Activities Fredonia Middle School is a member of the Tri-Valley League and the Kansas State High School Activities Association and as such we are subject to the rules and regulations of the KSHSAA. For a student to be eligible to participate in athletics and extracurricular activities governed by the KSHSAA, he/she must pass five subjects of unit weight in the previous semester and be in good standing at school. Bus Transportation Riding a bus to school or for a school activity is a privilege and students who cannot behave themselves and abide by the bus regulations will lose that privilege. Students are responsible for their behavior on the bus and will be disciplined for misconduct. Computer/E-mail Usage Students shall have no expectation of privacy when using district e-mail or computer systems. E-mail messages shall be used only for approved educational purposes. Students must use appropriate language in all messages. Students are expected to use the system following the guidelines approved by teachers or the administration. Any e-mail or computer application or information in district computers or computer systems is subject to monitoring by staff and/or administration. The school retains the right to duplicate any information ,created by students in a computer system or on any individual computer. Students who violate these rules, or any other classroom rules relating to computer usage are subject to disciplinary action, up to and including suspension from school. Daily Announcements Announcements will be read over the intercom during homeroom plus parents may access them through PowerSchool. Drug Free Schools Maintaining drug free schools is important in establishing an appropriate learning environment for the districts students. The unlawful possession, use, or distribution of illicit drugs and alcohol by students on school premises or as a part of any school activity is prohibited. Emergency Procedures Fire Drills We are required by state statute to conduct one fire drill each month while school is in session.  It is our aim to evacuate the buildings in an orderly fashion and as quickly as possible. To insure the safety of all persons evacuating the building, the following rules must be observed: Everyone, including students, teachers, custodians, secretaries, and visitors, is expected to leave the building. Move immediately toward the evacuation door. Students nearest the door should exit first. The first students out are to hold the doors. Teachers will leave the room last to make sure all students have evacuated. Students should walk rapidly but not run. Once outside, move away from the building at least fifty feet, but not more than 100 feet. Tornado Drills By statute we are required to conduct three tornado drills per year sometime during the regular school day. As wit h the fire drill procedure, we ask that everyone move quickly and quietly to the assigned shelter areas. Students should position themselves in an interior hallway away from windows and assume the duck and cover position. PE classes and students in the commons area should report to the locker rooms. Fees Fees are for book rental, physical education towels, FACS, Art, Technology, Memory Book and assemblies. Fees should be paid at the time of enrollment. Guidance Guidance and counseling services are available to assist students in course selection, academic or personal issues. Hallway/Classroom Behavior Due to the crowded hallways, students should walk on the right side of the hallway with no more than two students side by side in order for student movement. |Students should refrain from any type of display of affection, horseplay or physically aggressive behavior. Harassment Policy USD 484 will not tolerate the use of insulting or derogatory language or any other form of harassment, including cyber bullying, directed at any employee or student or group of employees or students. If investigation supports, a formal reprimand will be developed and appropriate disciplinary action will be taken. Illness/Injury Students who become ill or are injured during the school day should report to the office. Office personnel will determine if the student should remain at school or be sent home. Immunization and Screening Requirements The Kansas Legislature requires students to be immunized against measles, mumps, rubella, polio, diphtheria, pertussis and tetanus. Parents are informed by May 15th of the previous school year of the immunizations that need to be updated so they may be obtained over the summer break. The immunizations are then due at the time of enrollment in August. Students will not attend school until requirements are met. New students to the district will be given 30 days to have immunizations updated. Ineligible List On the third Monday of the semester, or any Monday thereafter, any student with an F, an incomplete that causes the grade to be an F, has more than 30 minutes make-up time or has an overdue book for the second consecutive week will have his/her name turned in to the Office. The student will be informed by the teacher or an administrator that his/her name is being turned in on that same Monday. If this is the first time the student has been turned in, the student will be informed by e-mail and the student has a one week grace period to improve the grade or make-up the /time. If, at the end of the next week, the grades are failing in any classes or the time has not been made up or the book is still overdue, the student will be placed on the Ineligible List. Any student on the Ineligible List will not be allowed to participate in or attend any school activity while his/her name is on the List. This will include games, contests, and non-credit field trips, etc. The student's name will remain on the List until he/she is no longer failing any classes, has made up time or has turned in the book. The Office will be notified as soon as the student's grade improves to a D or an incomplete is made up. The student's name will be removed from the List the following Monday.
