ATHLETIC/ACTIVITY RULES
    Fredonia High and Middle School athletics and activities are voluntary activities. Participation is a privilege and not a right. Athletes and activity participants are viewed as heroes and examples by younger children and adults of the community; their standards of conduct are necessarily stricter than those required of students involved in classroom activities. The USD 484 Board of Education has authorized administrators, sponsors and coaches to use and enforce the following guidelines for athletes and activity participants at Fredonia:

General Guidelines:
1.    Safety:  KSHSAA regulations and school rules must be followed at all times.
2.    Appearance and grooming: athletes/activity participants are representatives of our school and community and must make an     effort to give a good appearance.
    a.    Hair, including facial hair, must be kept clean and in a style which will not require your attention during practices,         meetings, games, competitions or activities.
    b.    Dress for trips must be appropriate for the situation and will be announced by the coach or sponsor in charge.
    c.    Uniforms must be worn neatly.
3.    Transfers between sports in the same season are not permitted. If an athlete/participant desires to change an activity after the beginning of a season, that athlete/participant must wait until the following year to transfer. The only exception to this policy will be if a squad is reduced, then a transfer may be granted, or if it is early in the season and /or both head coaches or sponsors are in agreement that the transfer would be beneficial to the athlete/participant.
4.    Fredonia High School athletic letter jackets are earned and approved for purchase through the coaches and administration.      Other school letter jackets may be worn by the student who earned the jacket.  The graduation year, the student’s name and     any patch for a team placing in the top 8 in state, sub-state championship, sub-state runner-up or league championship,     individual state championship patches are allowed on the letter jacket and will be ordered by FHS at the student’s expense.

Disciplinary Guidelines:
    An athlete/activity participant must be in good standing with administrators, teachers, sponsors, coaches, team, organization and laws of the community.  Emotional control and sportsmanship must be displayed at all times.  The following topics address consequences that may be applied for improper conduct by the student.

1.    Classroom Detentions:  Because the type of detention, reason for the detention and length of the detention vary, each     detention will be dealt with by the coach, sponsor and administrator.  Consequences might include, but would not be     limited to, extra work during practice, activity suspension, or dismissal from the team or organization.  Students who     receive multiple classroom detentions may receive more severe consequences.  Note:  The coach or sponsor has the     discretion to impose compensatory measures as additional punishment.
2.    Office Referrals During the Season of Sport/Activity:
    1st Referral    =    Warning
    2nd Referral    =    Suspension from the next competition/activity
    3rd Referral    =    Suspension from the next two competitions/activities
4th Referral         =    Dismissal from the team (balance of season)/organization (6 weeks or balance of semester, whichever is longer)

3.    Suspensions of Any Type During the Season of Sport/Activity (ISS or OSS):
    1st Suspension     =    Suspension from the next competition/activity
2nd Suspension    =    May result in dismissal from the team (balance of season)/organization (6 weeks or balance of semester, whichever is longer) or extended suspension
3rd Suspension     =    Dismissal from the team (balance of season)/organization (6 weeks or balance of semester, whichever is longer
4.    Harassment:  Harassment of any type will not be tolerated by the coaches, sponsors or the administration. Students involved     in harassment may be dismissed from the team or organization.
5.    Absences:  If participating in, or attending an activity outside the school day, a student must attend school at least four     Mods the day of the activity.  If participating in an activity during school hours, a student must attend school at least four     Mods the previous day.  This rule applies to practices/meetings as well.  “Sleeping in” or missing an entire day after a     competition/activity is not permitted and is unexcused. Exceptions to these rules may be arranged with the principal.

Absences from practice or meeting may be excused if the reason is illness, injury accompanied by a doctor’s note, family     emergency, doctor’s appointment, school trip or receiving academic assistance during practice or meeting.      Playing/participation time may be reduced because of lost practice/meeting time even though it is excused.
    1st Unexcused        =    Suspension from the next competition/activity
    2nd Unexcused        =    Dismissal from team (balance of season)/organization (6 weeks or balance of
                    semester, whichever is longer)

    Absences for Out of School Suspensions, will be addressed by the coach and administrator.  Consequences outlined in this     section will be considered the minimum possible punishment.
              Tardies to practice or meetings will be handled at the discretion of the coach or sponsor.
6.    Attendance at a private function where banned substances are available for use or consumption will be considered a violation of the Athletic/Activity Rules.  The consequences for this violation will be a one (1) game suspension.  The suspension shall occur immediately.  This will not be considered a violation if the student is in attendance at the function with and under the supervision of their parent(s) or guardian(s).  However, if the student use or consumes banned substances, they are in violation of the policy identified in Section 8 and subject to the consequences identified in Section 8.
7.    Failure to maintain “Student in Good Standing” Status:  Any action that results in revocation of the KSHSAA/FHS/FMS     “Student in Good Standing” status.  A student is in good standing when he/she has not violated any rules contained within     the FHS/FMS student or KSHSAA handbook.  When violations occur, the status is liable to revocation.

Repeated violations of the above Disciplinary Guidelines may result in administrative intervention.

    The following conduct items are considered major violations of the Athletic/Activity Rules and will have significant consequences as detailed below:

8.    The following infractions by an athlete/activity participant would be considered major violations and will result in     consequences:
        A.  use or possession of tobacco, alcoholic beverages, steroids or other illegal drugs;
        B.  huffing;
        C.  any illegal activities (other than traffic citations);

Penalties:    OFFENSES SHALL BE CUMULATIVE WITHIN ONE YEAR OF THE FIRST OFFENSE

First Offense:  Temporary suspension from competition/activity.  The student will be held out of 50% of the games/contests/competitions that are left to be played/attended. The number of games/contests/competitions missed shall be no less than three (3) and shall include the postseason.  “Games/contests/competitions” shall be defined as one day’s competition for the purpose of this policy.  Suspensions shall begin immediately and games/contests/competitions missed shall be consecutive from that point.  At the time of this notification, the parent(s) and/or guardian(s) will be requested to attend a conference with the principal, athletic director, (athletes only), and coach or sponsor to determine a course of action to prevent further infractions.  It will also be recommended that the student receive any necessary counseling as determined by the principal, athletic director (athletes only), parents, and coach.
Second Offense:  Dismissal from the team.  The student will lose eligibility for the rest of that sport/competition/activity season.  A conference will be set up to determine the eligibility of the student for other activities for the remainder of the school year.
Third Offense:  Suspension from all sports/activities for one year.

Off-season violations:  If the offense occurs off-season, then consequences will be applied during the next season in which the student participates.

Confirmation of violation:  The athlete/activity participant must be observed by a coach, teacher, staff member, administrator of USD #484, or law enforcement official, or be arrested and charged to be in violation of the above rules. All reported violations will be investigated by the coaching staff/sponsor(s) and/or administrators.  A student’s admission of a violation, witnessed by an administrator, coach, or sponsor will result in any of the disciplinary action(s) listed above and the fact that the student has self-admitted before the policy violation was discovered in any other manner shall be considered.  Self-admission will not be accepted after the student has been notified that a violation has been confirmed.  The student may appeal a suspension by presenting a written request to the principal within one week following the notification of temporary suspension.

Determination of athlete/participant status for all disciplinary actions described in the Athletic/Activity Rules:  If the athlete/participant is primarily a junior varsity athlete/participant, but plays in varsity games/activities, all games/activities shall be counted in determining the 50% to be missed.  If an athlete is primarily a varsity athlete/participant, only the varsity competitions shall be counted and the athlete/participant will not be eligible for any junior varsity competition until the varsity suspension is completed.  The principal shall be the responsible individual for determining the varsity or junior varsity status of an athlete with respect to the application of consequences identified above.
